Louis Meuleman![]() Louis Meuleman has a 25 years' public sector experience, serving as a policy-maker, project manager, head of unit, project director and process manager, on national, regional and international issues, and mainly in the fields of environment, sustainable development en spatial (land use) planning. He is secretary-general of the Dutch Advisory Council for Research on Spatial planning, Nature and Environment (www.rmno.nl ) in The Hague. This independent council advises the Dutch government on e.g. sustainable development and organises a national stakeholder conference on the review of the EU Sustainable Development Strategy in April 2006. He is chair of the Netherlands Association for Public Management (www.vom-online.nl) and senior lecturer at the Strategy Center of Nyenrode Business University, Breukelen (NL). He gives workshops on process management and stakeholder participation, for example for the Dutch Police Academy and for the Dutch Academy of Public Communication. Currently he is also carrying out a PhD research project on the management of conflicts between hierarchical, network and market governance in national ministries and the European Commission. He is the author of The Pegasus Principle: Reinventing a credible public sector (Lemma, 2003) and co-editor of Environmental Governance in Europe (Lemma, 2003), and a large number of articles in Dutch, mainly on environmental policy and interactive policy-making.
