The Centre for Development and the Environment (SUM) was established at the University of Oslo in 1990 in response to the report of the Brundtland Commission: Our Common Future. ProSus was established in 1996 by The Research Council of Norway.

The principal goal is to produce knowledge for the realisation of a sustainable society. Since the year 2000, ProSus has been a Strategic University Programme at SUM with a particular objective of monitoring Norway's follow-up of the Rio Declaration, Agenda 21 and the guidelines of the UN Commission on Sustainable Development (CSD).

However, strategic research is also conducted extensively on sustainable development policies both in the Nordic region and in Europe at large. Because of its interdisciplinary mandate, SUM is placed directly under the Board of Directors of the University of Oslo rather than being attached to a particular faculty. The Centre has its own Board which includes representatives from four faculties (Social Sciences, Arts, Natural Sciences, and Law) as well as two members from outside the University. Currently, more than 50 people are affiliated with the Centre.
